Its treatment was rather milder, Austria having been labelled "the first free country to fall victim to Hitlerite aggression" by the Allied foreign ministers meeting in Moscow in October 1943. A coalition government was recognised by all four occupying powers in October 1945 with legislative authority subject to Allied veto (which from 1946 had to be unanimous). As a result the Soviet zone uniquely (unlike the rest of eastern Europe) benefited from Marshall Aid, helping economic re-integration. The USSR continued to demand reparations in formerly German-owned assets, but in 1955 accepted an end to the occupation in return for a guarantee of neutrality.
