The UNHCR hadn't yet been created: there was an International Refugee Organization, but its mandate concerned return or resettlement of refugees from nazism or fascism or those whose flight predated WW2, and effectively related to Europe. There may have been a political calculation in that the dispute remained ongoing and that return or conventional permanent resettlement and phasing out of refugee status were either unavailable or not desired by regional governments, hence its particular mission.
