From my layman's understanding, wouldn't destroying the city give the Americans the "victory" they needed to pull out of the country and end the war possibly several years earlier?
Because that would have been likely to provoke a Chinese intervention like Korea as well as start something nasty with the Soviet Union, and by the time that Nixon had erased that problem, the American public would have never tolerated an invasion of North Vietnam.
