The OUTLAWZ as they were known took the names of infamous people not just famous people. Some other fun names were Tragedy Khadafi (Libyan Tyrant Gaddafi) and Hussein Fatal/ Fatal Hussein (Iraqi tyrant Sadaam.)

2Pac as a bit of his gangster "canon" embodied war and political strategy and the group and names were somewhat of an extension of that.
