Can someone tell me about the history surrounding this ring which belonged to my late grandfather?

I have had this ring for about 3 years now following the death of my grandfather. I was always intrigued by it for many years. The back story of how it came into his possession is about 50 years ago when building the docks in my City he dug it out of the ground and had kept it since. He then passed it on to me just before his death. I'm not concerned as to how much it's worth as it is priceless for me but I would like to know anything/everything about it. Thanks for your help!

It's a ring with the Great Seal of the Realm on it.

https://en.wikipedia.org/wiki/Great_Seal_of_the_Realm

Victoria of the United Kingdom. VICTORIA DEI GRATIA BRITANNIARUM REGINA FIDEI DEFENSOR

Victoria, by the grace of God, Queen of the Britons, Defender of the Faith.

Beyond that, no idea.

Edit: Reason for no idea is it's hard to tell what material the ring is made from. It looks a lot like a cheap copy of one of the more expensive coin rings.
