It did not affect the outcome of the war at all. Germany would have used the deuterium generated at the plant in an experimental reactor that could have produced plutonium. They were never successful, in part because of the loss of deuterium from the raids, but even if they had gotten an experimental reactor up and running, they would have still been years away from scaling the process up to the industrial level necessary to produce a militarily significant number of atomic bombs.
