Texas held a decent amount of autonomy, or attempted too, even after annexation of The Republic by the United States. Even after the Confederate defeat many Texans simply refused to free their slaves and many slaves knew nothing about the emancipation. There was also a large influx of slaves into Texas during the civil war in an effort by southern slave holders from other states to prevent the union from reaching them, and it worked. In 1850 there were ~58,000 slaves in Texas but by 1865 there were over 25,000. A lot of southerners bitter from the loss of the war and troubled by the Union powers exploitation of the south fled to Texas which was seen as the last stronghold of the confederacy.
