Isabella's authorisation seems until the end of 1511 to have been not a general decree but a license to named individuals (1). As labour needs grew, the criterion seems to have become anyone who might be passed off as a member of a "cannibal" people. But the pretext itself seems to have remained an exception to the general prohibition of enslavement, though other forms of exploitation persisted alongside the beginnings of African slave imports.
