Where did the Celtic Cross, a crucifix with a circle around the center, come from?

I've heard lots of sources for this symbol, and none seem all that well backed up. Some claim that it's a Christian symbol that just got modified, some say it's a pagan symbol appropriated by Christians, some say other things entirely.

Can anyone shed any light on where this symbol came from?

Semantics, but a crucifix has the figure of Jesus attached. This is a cross, not a crucifix (important distinction when asking origins). There's also the Corpus which is the figure of Jesus in the crucifix position, with no cross, in case you were wondering.
