The spear definitely came before the bow. The oldest spears we have predate modern humans. With the current oldest complete examples dating back to around 300,000 years ago. The oldest bows are only around 10,000 years old. Of course there is always the possibility that we'll find older examples, but it's unlikely that we'll find bows that date back as far as spears.

Clubs date back even further. The earliest examples of what might have been clubs predate the genus Homo, and go back 3 million years or more. It's likely that a properly shaped branch was one of the very first tools any hominid ever used.
