My Dad has had this political cartoon for awhile. We can't find any info on the artist or the "ORI" referenced in the title from 1985. Anyone possibly know what it is referencing? Photos in comments.

ORI is an Operational Readiness Inspection in the US Air Force. The fact there are so many Air Bases (AB) on the chart leads me to believe this cartoon was inspired by an ORI at one of the many AF facilities in the Pacific.
