If its from the Ottoman Empire, it's probably not Arabic. Ottoman Turkish was written in Arabic script, but hasn't been used in about 80 years. I've studied a little Arabic but not enough to tell if this is Arabic or Ottoman Turkish. Average modern Turkish speakers/readers probably can't read it, but a lot of Ottoman historians should be able to.
