I'm not sure how to answer this because I'm deeply confused as to where you're sourcing either of those statements. Normal boarding tools might include pistols but also axes, cutlasses, tomahawks, dirks, straight swords, or anything else that could be weaponized (belaying pins, etc). But nothing I've read suggests either that pirates used an unusual number of pistols, or that other types of sailors didn't.
