My cousin found this Confederate $1 bill and wants to know more about it.

It is a modern novelty item. On a legitimate bill there would be several different kinds of ink, overlaying one another. The signatures that would make this bill legal tender would be a different color, or would be lighter/darker than the background. On this bill, all of the ink (which I suspect is laser toner) is the same color, the same brightness value, and appears to have been deposited at the same time.
Additionally, that nice clear center portrait is of some lady, not a Confederate or even a Union symbol. It likely had value to whoever purchased it in the near past as a souvenir, but it would have no value to a collector.
