I'm not sure, but 'forest' is a bad translation from the latin. Should be known as the the Battle of the Teutoburg "Gap".

I imagine it made them distrust the Germans for a while, and probably set back the careers of germans generals. But they may have blamed certain tribes, and held other to be faultless, I dont think they treated the germanics as a homogeneous unit.
