I'm assuming you refer to Benjamin Isaac's use of the term in The Invention of Racism in Classical Antiquity? As far as I know he is the only notable user. He explains it in the introduction to his work, which you can read for free here. Basically it refers to the fact that the Romans exhibited bigotry and prejudice against groups, but without it being as systematic as modern racism.
