A Question about Health Inspection

I may be over complicating this, but I have been trying to figure out when the first restaurant health inspection occurred and what law/act was passed to enforce them.

I read about the 1906 Pure Food and Drug Act, but from what I could tell, that act was only for processing plants with meat products. I also read about the 1938 Federal Food, Drug, and Cosmetic Act which seemingly was just a more in-depth analysis of the food's ingredients.

SO: What act or law was passed to permit and enforce health inspections in restaurants?

EDIT: For a bit more elaboration, I would like to know specifically about when the United States implemented health inspectors into restaurants.

Health inspectors are usually county officials and are mandated by state law, not federal law (in the U.S.).
