He was in equal measures both, which is more consistent than it appears on first glance. Plenty of people in the 3rd World reconciled nationalism with a belief in Soviet style socialism economically and cooperation with the Communist bloc abroad. A world revolution would benefit "proletarian" nations most of all, in a sense.

Ho blended the two. North Vietnam was an orthodox Communist state at home, but they relied on nationalism as being the primary motive for fighting for Vietnamese audiences. (They were more willing to rely off of more "Communist" themes for international audiences, but never lost that nationalist core.)
