Hiya, just a note that bagpipes aren't of Scottish origin, but part of a widespread tradition that includes Ireland, south to North Africa, and east into the Caucasus. I'll leave someone else to address kilts, but here are a couple of posts on Ireland/Irish and bagpipes that can get you started:
