It sounds like you're basically asking how the green nations developed so much more quickly than the rest of the world. If that's the case, then what you said is not true. We simply live during a time period coming after the rise of Europe and the decline of other regions

Before Alexander the Great, we already had massive wealthy empires based in Iran, Mesopotamia, and Egypt. The Chinese were already fielding armies that numbered in the hundreds of thousands. If we look at the 700s, Europe was falling to Caliphate invasions, and the Tang Dynasty was dominating Central Asia. Paper, printing, and gunpowder were all invented in China. The Mongols stopped putting so much effort into invading Europe because it was dirt poor compared to the Middle East and China. During the time of Henry VIII, Ming emperors were ruling more land than exists within current EU borders. In addition, not all highly-developed nations are in the "North"
