I'm a bit confused by your question. A city-state is an independent sovereign entity. There were no Greek city-states under the Ottomans, just Greek cities. I'll let a classicist answer for when the city-states lost their independence but as far as I'm aware it was well before the Ottomans turned up on the scene.
