The Air Force is considered its own entity because it is housed within its own special Department, the Department of the Air Force. The Marine Corps, on the other hand, is still attached to the Navy as it lacks its own Department, but rather it exists within the Department of the Navy. This forces the Corps and the Navy to plan and budget together, while the Air Force and the Army can plan and budget separately.
