Yes. The sinking of the Titanic was a major reason for the passing of the Seamen's Act of 1915, which, among other things, required lifeboat capacity for all US passenger vessels.

Some evidence that this regulation was enforced is the SS Eastland, which capsized in the Chicago River later in 1915. The SS Eastland was built rather top heavy, and the addition of many lifeboats to it as mandated by the Seamen's Act made it dangerously top heavy to the point where it capsized with a full load of passengers while still at dock.
