I'm not sure if this what you are looking for but during the War of 1812 the Federal government passed a number of taxes. State's that collected the taxes and submitted them directly to the Federal government received a discount, effectively cutting their tax rate. A number of states took the government up on the offer, notably Virginia, but as the war went on and the economic situation deteriorated less and less states exercised the option.
