You should perhaps not undo the reforms of the superior leader before you. If my perfidious host wasn't such a stick in the mud I would have been off St. Helena within a year, and you would have been off your throne yet again, running like every other King has run from me.

I'd say it's pretty ineffective, but it's only ineffective if you're a bad leader.
