Especially in hotter areas without winter. Would they even have ice? If they did was it because of a sort of "ice trade" so to speak or did they make it themselves?
If you transport and store ice in large enough quantities, it stays frozen. Before refrigeration and freezing was common or economical, ice was either shipped in from colder places and/or stored in cooler storage places (for example, underground) from the winter. It could then be delivered to whoever needed it. A private home with an icebox, for example, would receive a regular ice delivery.
