Why do so many busts of historical figures fail to have pupils?

The original Greek statues didn't have pupils because they were painted on. Later artists emulated the Greek statues they found with the paint eroded away.

I mean, is it just in the difficulty of trying to sculpt them? Or that they'd look off depending on which way they sculpture was "looking"?

What's the statue in the first pic? I guess the material is marble, that's some damn impressive work.
