The saying "couldn't get elected dogcatcher" is a colloquialism, first appearing in a late 19th C. newspaper that was discussing president Grover Cleveland who was "so unpopular in Washington that he could not be elected dog catcher for the district". It is intended as an insult to a person's popularity.
