The blockade created by the Soviets was an attempt to cut off the West from Berlin in the hope they would let it go. In fact, it was counter productive and the Wests view that it needed to keep hold of West Berlin strengthened.

The soviets reaction was that eventually they relaxed border controls and allowed easier access for the West to West Berlin. In terms of an annex, if the west had withdrawn as the soviets had attempted them to do via the blockade, then soviets would have been there to fill the power vacuum, giving the territory to what would become East Germany.
