Why is it called the "G.I. Bill" if it's a law? Shouldn't it be the "G.I. Act?"

It is an act, the Serviceman's Readjusment Act (1944).

However, it became known colloquially as "The G.I. Bill of Rights" by the American Legion, and it sortof became the common name from there, shortened to simply "The GI Bill"
