Do you mean broadly speaking (e.g. the conquering of most of the Eurasian steppe and the bordering regions) or on a more finer detail (e.g. managing each individual "state", Pax Mongolica, etc.)? It can be argued that the Mongols' swift rise to power was based largely on their military prowess, however the positive outcomes such as Pax Mongolica and the spread of culture and trade (among other factors) came about more than just their military might.
