I'm led to believe the book was at the German embassy in Dublin. Having co-operated extensively with the Allies during the war, De Valera didn't sign it out of sympathy for fascism but as a gesture of respect to the German ambassador (with whom he'd had a friendly working relationship.) It's likely still in the archives of the German diplomatic service.
