It was a single line proposal, among many others discussed in one or two documents, nothing more than ideas and examples. In the same sentence they give another example, "chemicals that make personnel very sensitive to sunlight" but I guess Vampire Bomb does not sound as catchy.
the whole thing exploded (no pun intended) because, well, it's a ridiculous idea, but worse ones went way further before being cancelled, like the pigeon-guided smart bomb and the plane-killing flamethrower in ships.
