What led to the rise of Prussia as a European power during the 1800's?

From the Congress of Vienna in 1814/1815, Prussia was originally regarded as a country who was the weakest of the great powers. However by the end of the century, they had bested both Austria and France militarily, and appeared to, in the newly-founded German empire, be the next great power in europe. What happened?
