Relating to advanced civilization I would have to say Athens as this notion of 'paiderastia' was fairly common among older men in which they would have a somewhat adolescent boy which would be essentially a means of pleasure. This relationship was seen as the older man teaching the younger boy about various things such as law, military and love. Even Plato wrote in his work 'Symposium' (Which I just received a copy of today!) that the highest form of love is between two males and this love is not challenged by man and woman. So in essence I would have to say Athens as many great philosophers wrote about homosexuality being a beautiful thing and these men writing were extremely Atheno-centric.
