I will put the question about Andorra aside because IDK. But the republic wasnt something widly accepted ib 1848. In fact, after the fall of Napoleon the Third in 1870, the first french election would be dominated by monarchists and it is the lack of a suitable candidate for the thrown that will kill the idea of the return of a king. A good exemple about that is that the Third Republic didnt have a Constitution but a few "constitutional laws" only voted in 1875 (more than 4 years late) and vague enough to make easy the change toward another regime. The irony is it would be the longuest republic of France.
