Confucianism became the dominant court ideology long before the Yellow Turban Rebellion. Emperor Wu (Han Wudi) actively promoted Confucianism and employed scholars like Dong Zhongshu. This is known as 鄉儒術 - the use of Confucian methods - and is recorded in the Shiji. Emperor Wu's predecessors Emperor Wen and Emperor Jing both employed Taoist methods to govern the state, because Empress Dowager Dou was a Taoist.
