Contextualising a picture is always difficult. Especially if you have no physical copy. Add the fact that the women in this picture are dressed up, and it becomes almost impossible. Theoretically, it could have been made yesterday with a somewhat outdated camera.

The attire shows connections to styles from the fifties and sixties, such as the pillbox hats. Even though they were around as parts of military uniforms earlier (or bell boys...), they became a female fashion accessory only in the 30's, reaching the peak of their popularity obviously after Jackie Kennedy wore them (designed by Halston) [cf. e.g. p. 15 in: Ahead of Fashion: Hats of the 20th Century by Dilys E. Blum, Philadelphia Museum of Art Bulletin, Vol. 89, No. 377/378, (Summer - Autumn, 1993), pp. 1+4-48. See also here, p. 318.]

The makeup is hard to make out, but if you look closely, you'll notice the dominant use of eyeliner. This came up in the 50s, though it was still fashionable in the 60s. [Richard Corson: Fashions in makeup, from ancient to modern times, 2003.]

The shoes are not really an indicator, they seem to be standard dancing shoes and you could buy this design even today. Nor are the scarfs, though this style is fashionable in the 50s and 60s, it's sort of a classical way to wear them.

The last factor are the hairdos. Fine details are hard to make out, but the first thing that hits the eye is the fact, that several women have short hair. Obviously, short hair was already quite fashionable in the 20s, but those cuts seem to resemble what's now called "Italian cut", because the cut was seen firstly on Italian actresses like Sophia Loren.

All in all, the picture seems to convey that is was taken sometime during the fifties or sixties. But, as I said in the beginning, the fact that these sparsely pieces of cloth are costumes makes it impossible to determine whether this was indeed the case or the ladies simply wanted to look like they were from this time period. Unless someone knows why those women would want to wear pots with lily of the valley in front of their crotches...
