In the movie "Labyrinth of Lies" they mention that all nazis who fled after 1945 were exempt from persecution - is this true?

The movie is very good, but I wondered about a quote from the movie, where the police officer speaks to the lawyer - he says something along the lines of "any nazis who fled after 45 cannot be put before a judge.... it's an order from far above!"

So my question is probably quite simple: was this true? Is this the reason why a lot were never caught by the West German government?
