Did Russian peasants even exist in Eastern Siberia in 1613? Weren't most Russians in Siberia Cossacks or other non-peasants, especially considering 1613 is before they expanded more down the Amur?

I think what this person is mostly interested in is if someone from the outskirts of Russian territory would know about the change of a monarch and if it would affect them at some point in the distant ish past, I.E 1613. I don't think they are too concerned with that specific date or location.
