Would it actually have been likely for Malta to become the 5th nation of the United Kingdom?

After Malta awarded the UK 12 points in the Eurovision, someone, perhaps Graham Norton, commented that it was a good thing they didn't become the 5th nation of the UK, on equal footing with Scotland or Wales. Was that ever a real possibility? Was there support for the idea?

This is a very interesting question! There definitely was support to an extent as I know that a majority of Maltese voted in favour of some kind of deal to join the UK, including representation in the House of Commons, in a referendum in the 1950s.

So my follow-up question is: what exactly was the deal on offer? And why did it fall through, even though the referendum was in favour?
