The best I could do was find a Smithsonian article that talks about Hopper and they still just say of the guy: "The COBOL project brought together a diverse group--men, women, African Americans, and Asian Americans." I bet they just saw the photo and made that comment based on what they observed, but didn't know who the people were. They probably tried to find the people's identities but failed.The photo appears to have come from Hopper's own collection, and it was taken in 1960 at the Philadelphia office of Remington Rand UNIVAC. where UNIVAC was located. They also worked with a team at the RCA 501 Systems Center in Cherry Hill, NJ so the team could have come from there, too. The article says that these people were the COBOL group and Hopper was the director of the group. I'd look up the history of the creation of COBOL to see if you can find more names and perhaps match name to face.
