Well, for starters it wasn't (or at least, wasn't meant to be) an unconditional surrender. The original plan was for the Italians to switch sides, seize Rome (with the help of US paratroopers) and help the Allies fight the Germans in Italy.

However, due to confusion between the Italian commanders and US (which I have previously written about here) that didn't take place.
