By cursive do you mean "joined-up" writing, or is there a more specific meaning I'm unaware of?

I'm not aware of any competent adults I know in the UK who can't do joined-up writing and it is on the National Curriculum in England.

What makes you think it has fallen out of use? Do you have a source?
