I doubt he would have tried to invade, but definitely hoped that Argentina would align with the Axis Powers and provide a center of influence in that region. This would've probably happened as well, had Operation Sealion been successful and Britain been knocked out of the war. 1943 changed things as well, as the fairly pro-German government was deposed by a more Soviet leaning government. This may not have happened if Britain had been knocked out, and Germany been able to provide equipment and assistance to Argentina.
