Tobacco was banned in the Ottoman Empire several times during the seventeenth century, most famously by Murad IV (r. 1623-1640), and religious and intellectual figures spent a long time debating back and forth about whether or not it should be legal. These bans, according to the contemporary scholar Kâtib Çelebi, only increased people's desire to smoke. No doubt exaggerating, he wrote that "even during this rigorous prohibition, the number of smokers exceeded that of the non-smokers." Tobacco was eventually declared permissible by the şeyhülislâm Bahai Efendi, though not without continued dispute, particularly from the radically conservative Kadızadeli movement which was sweeping Istanbul at the time.
