While I can't necessarily speak to contentions, I can say that James Madison originally proposed 39 amendments to the First US Congress to consider. Many were codified into amendments (whether having various proposals put together into one amendment such as the First and Fifth Amendments or as proposals standing as lone amendments such as the Ninth and Second) and quite a few were not.
