Did any Colonial powers (eg Britain, Spain) ever have plans to intergrate their colonies into a main/larger overall territory? Or were they focused on extraction of wealth from exports?
Britain had planned on integrating Malta into the United Kingdom. A referendum was held and defeated. As far as I know, this was the only colony the UK ever considered for integration... you can read a contemporary article about it here.
