How come Boston did not merge with its surrounding towns-such as Somerville, Cambridge, Brookline-in the 1800's unlike York City, which joined 5 boroughs into one city?
To go off this, why is New York City so big? I know in Michigan there were laws prohibiting cities from annexing over county lines, halting the expansion of Detroit north into Oakland County. What let NYC annex whole counties?
