Honestly, there's probably not a lot out there, it's quite small, relatively insignificant to wider Mediterranean and even Italian history beyond being dominated by Genoa. Maybe pick up a book about Genoese history? Wiki says that Noli was independent until the 18th century but that is certainly not true. They were a client to Genoa as early as the 12th century. I've read (skimmed for info relevant to my project) the 13th century laws of Alessandria, which Genoa straight up wore, wouldn't be surprised if there was a similar relationship at play with Noli at this point.
